Solved by Votivee, You can absolutely run 2 or 3 fans off of the same header on a motherboard with a splitter. The fans on the splitter will run at the same speeds. Based on Noctua's Standardised Perfomance Rating (NSPR), the NH-U12A is a better cooler than the NH-D15s. Here is the link. If you add a 2nd fan on NH-D15S , it almost matches the performance of the NH-D15. Neither can cool the power hungry 13900k.

Lots of bashing on the two premium coolers lol. I have a Noctua D15S and it's great. Inaudible most of the time. But the absolute key thing is that top quality fans - like Noctua, BeQuiet, and the Phanteks T30 120 etc, make a noise at full power that's much less annoying than cheaper fans.
